Terence Kwan: registration cancelled by OMARA on 15 Aug 2019

What the Authority decided

On 15 August 2019, following an investigation into five complaints, the Authority cancelled the registration of RMA Terence Kwan (MARN: 0850460) The Authority found that the Agent lodged four RSMS nominations and four related visa applications without the instructions or knowledge of the nominating company and falsified supporting documents, including employment contracts, with full knowledge that the visa applicants were not sponsored or employed by the nominator. The Agent also sent altered Department letters to his clients to lead them to believe that he had lodged applications on their behalf when he had not. The Agent also failed to keep clients informed of the progress of applications and failed to return personal and business documents to clients. The Agent was found not to be a person of integrity and not a fit and proper person to give immigration assistance and had breached clauses 2.1, 2.8, 2.9, 2.19, 2.21, 2.23, 4.6, 5.2, 5.5, 7.2, 9.1, 9.3, 10.1B and 10.2 of the Code of Conduct for registered migration agents.

What this decision does not mean
